The Brazil international arrived at training on Wednesday with his father and representative, and told the Spanish club he wanted to leave.
He was then given permission by Barca manager Ernesto Valverde not to train and to "sort out his future".
PSG are understood to be ready to pay the 25-year-old's release clause.
Neymar moved to Barcelona from Brazilian club Santos in 2013 for £48.6m, and signed a new five-year deal with the 24-time Spanish champions in 2016.
Meanwhile, Neymar's Barcelona teammate, Lionel Messi has bid farewell to the Brazilian star after Barcelona confirmed that he has told the club of his desire to move to Paris Saint-Germain.
Following the news, Messi wrote on Instagram:
"It was an enormous pleasure to have shared these years with you Neymar, friend. I wish you a lot of luck in the next stage of your life. See you."
He ended the message with "TKM," short for "te quiero mucho" or "love you a lot."
And Neymar responded by writing:
"Thank you brother... I'll miss you mate!"
